About Somali Women Association (SWA)

Somali Women Association (SWA) is a national NGO committed to empowering women, improving community resilience, and delivering lifesaving humanitarian assistance across Somalia. SWA is implementing an emergency livelihood project to support drought-affected pastoral households in rural villages of Bosaso District.

Position Summary

The Project Manager is responsible for leading, coordinating, and overseeing all aspects of project implementation to ensure timely, compliant, and high-quality delivery of results. Working closely with the Program Director, Finance team, and field staff, the Project Manager develops work plans and procurement plans, manages project resources, supervises staff, and ensures adherence to donor requirements and SWA policies. The role provides strategic and operational leadership, ensures strong coordination with local authorities and partners, and maintains strict financial, administrative, and reporting standards. The Project Manager also ensures that protection, gender, safeguarding, and accountability principles are fully integrated throughout the project cycle.

Key Responsibilities

Project Planning and Management

  • Lead the overall planning, implementation, and management of project activities in line with the approved work plan, donor requirements, and SWA procedures.
  • Develop detailed work plans, procurement plans, and activity schedules in coordination with project staff.
  • Monitor activity progress and ensure timely delivery of all outputs according to the project agreement.

2. Administrative and Financial Oversight

  • Plan and monitor project expenditures in collaboration with the Finance Department, ensuring efficient and compliant use of resources.
  • Prepare procurement plans and ensure all purchases adhere to SWA and donor policies and procedures.
  • Oversee budget utilization and ensure financial accountability throughout the project cycle.

3. Reporting and Compliance

  • Prepare and submit high-quality narrative and financial reports—interim and final—in coordination with the Program Director and Finance team.
  • Ensure compliance with SHF/CBPF guidelines, SWA policies, and all contractual obligations.
  • Draft and process formal communication and requests for contract amendments, including budget revisions, when required.

4. Staff Management and Capacity Building

  • Participate in recruitment of project staff in line with national laws, SWA policies, and project needs.
  • Supervise, mentor, and evaluate project team members, ensuring adherence to safety, security, and operational standards.
  • Provide ongoing training and technical support to strengthen staff capacity and performance.

5. Coordination and Representation

  • Maintain strong coordination with local authorities, community leaders, partners, clusters, and other relevant stakeholders.
  • Ensure effective communication and collaboration between field teams, management, and external actors.
  • Represent the project in relevant coordination forums and meetings.

6. Logistics and Asset Management

  • Ensure effective management, tracking, and use of all project assets and goods, including proper inventory maintenance.
  • Coordinate with logistics and procurement teams to ensure timely availability of resources required for implementation.

7. Quality Assurance, Protection, and Safeguarding

  • Guarantee high-quality delivery of services and adherence to accountability, gender, protection, and safeguarding standards.
  • Identify implementation challenges, risks, and gaps and recommend timely corrective actions.

8. Other Duties

  • Perform any other tasks assigned by the Program Director or Executive Director to support successful project delivery.

Qualifications and Experience

  • Bachelor’s degree in Development Studies, Livelihoods, Agriculture, Project Management, or related field (Master’s preferred).
  • Minimum 5 years of relevant humanitarian project management experience.
  • Experience working with SHF/CBPF-funded projects is highly desirable.
  • Strong leadership, communication, and team management skills.
  • Excellent report writing and analytical abilities.
