Organizational Background
Youth Peer Education Network (Y-PEER Somalia) is a national organization committed to empowering young people and strengthening vulnerable communities across Somalia. The organization implements programs focused on food security, livelihood, health and nutrition, sexual and reproductive health, youth empowerment, and community resilience. Through partnerships with local communities, civil society organizations, government institutions, and development partners, Y-PEER Somalia works to improve access to essential services and create sustainable opportunities for youth and marginalized populations.
As part of its humanitarian and development programming, Y-PEER Somalia Life-Saving Unconditional Cash Assistance for Drought-Affected Households in Burhakaba aimed at supporting vulnerable households and strengthening community resilience. These interventions include multi-purpose cash assistance, cash-for-work initiatives, conditional and unconditional cash transfers, and livelihood grants for youth and community groups.
- Purpose of the Advisement
This document provides operational, security, and programmatic guidance to support the Field Project Officer in effectively implementing project activities in Burhakaba District.
- Key Responsibilities
The Field Project Officer is responsible for:
- Coordinating day-to-day field activities
- Supervising enumerators and field staff
- Ensuring timely and quality implementation of cash assistance
- Liaising with local authorities, community leaders, and stakeholders
- Monitoring beneficiary targeting and distribution processes
- Preparing field reports and updates
- Knowledge and Experience
- Education last must have Degree either Health, Education, Management, Community Development and Business Development,
- Experience must have more 2 to 3 years experierence
- Program Implementation Guidance
Beneficiary Targeting
- Ensure transparent and inclusive selection of beneficiaries
- Prioritize the most vulnerable households
- Avoid duplication and maintain accurate beneficiary lists
Cash Distribution
- Ensure safe, timely, and accountable cash transfers
- Coordinate with mobile money providers
- Verify beneficiary identity before disbursement
Monitoring & Reporting
- Conduct regular field monitoring visits
- Track progress against targets
- Report challenges, risks, and achievements promptly
- Coordination and Communication
- Maintain strong coordination with:
- District authorities
- Community leaders and elders
- Partner organizations
- Ensure clear communication with beneficiaries regarding:
- Eligibility criteria
- Payment timelines
- Complaint mechanisms
- Accountability to Affected Populations (AAP)
- Ensure beneficiaries are informed and consulted
- Establish feedback and complaint mechanisms
- Respond to complaints in a timely and respectful manner
- Security Guidelines
- Follow all organizational security protocols
- Stay updated on local security conditions
- Avoid high-risk areas and movements without clearance
- Maintain communication with supervisors at all times
- Report any incidents immediately
- Code of Conduct
The Field Project Officer must:

- Respect local culture and traditions
- Avoid any form of exploitation, abuse, or discrimination
- Ensure confidentiality of beneficiary information
- Comply with safeguarding and protection policies
- Logistics and Operations
- Ensure proper use of project vehicles
- Plan field movements in advance
- Maintain records of fuel, trips, and vehicle usage
- Ensure equipment and materials are handled responsibly
- Risk Management
Key risks include:
- Security instability
- Fraud or diversion of funds
- Community conflicts or exclusion
Mitigation measures:
- Strengthen monitoring and verification
- Engage community leaders
- Ensure transparency in all processes
- Reporting Requirements
The Field Project Officer shall submit:
- Daily field updates (as needed)
- Weekly progress reports
- Monthly activity reports
- Incident reports (immediately when required)
