Introduction:
The Ministry of Agriculture and Irrigation (MoAI) has the mandate of overall management and institutional coordination of agriculture development and resources for sustainable food security, reduction of poverty and improved livelihood for Puntland population. It is also mandated to establish an enabling environment that will encourage, facilitate and promote agriculture, value-addition, and agriculture business opportunities.
The agriculture sector constitutes the backbone of the local economy. Together with the closely linked environmental sector, agriculture has a crucial role to play in Puntland’s renewed pursuit to achieve sustainable economic growth through, among other strategies, effective natural resources management, food security and job creation.
Ministry of Agriculture and Irrigation is implementing multi-year agricultural projects entire Puntland regions and is inviting all suitable qualified and experienced professional service providers to apply part of the agreed amount for this grant to payments under the contract for supply and delivery of below service.

SCOPE:
in Puntland, Somalia the purpose is to enhance the knowledge, skills, and practical experience of farmers entire Puntland regions on climate-resilient and sustainable agricultural practices, in line with the objectives of the SPQA II Project. The visit aims to strengthen farmers’ capacity in improved crop and fodder production, efficient water management, soil conservation, climate-smart agriculture, and market-oriented farming approaches to improve productivity, food security, livelihoods, and resilience to climate change.
Activities:
All vendors must consider the following activities as well
- Preparation Inception report (within 3 days starting from the date of contract signing)
- Draft Policies (one English document policy).
- Submit both the final English version and the official Somali version of the Agricultural Extension Policy in editable (MS Word) and PDF formats, incorporating all comments received during the review and validation process.
The Ministry hereby notifies all interested stakeholders to consider and address the skills, knowledge, and operational requirements necessary to support the Ministry in the successful implementation and completion of this consultancy program to ensure the achievement of its intended objectives and outcomes
Bidding will be conducted through the Open Competitive Bidding (National) and all interested eligible Bidders may submit their information through hard sealing (envelope) to the procurement office.

- All bidders should be registered from the Ministry of Commerce and Puntland Tender Board
- Taxes clearance certificate should be attached

- Bids received after the published closing date will not be considered and will not be opened.
All vendors must submit all required documents and profiles eventually
