Puntland State of Somalia is during momentous political, social and economic transformation since its leaders declared the territory an autonomous region in 1998. The region has managed to maintain relative peace and security in recent years, which has enabled it to establish political and administrative institutions, basic social services, an active civil society, and a growing private enterprise community. In addition, much progress has been made in the education sector in the last few years.
The Ministry of Education and Higher Eduation (MoEHE) is inviting prequalification applications from eligible contractors, suppliers, and service providers for the procurement of goods and services throughout the year 2025 up to 2026. This prequalification process is intended to establish a list of qualified vendors and capable firms or individuals to provide essential goods and services that will support the Ministry’s ongoing programs and initiatives in line with its mission to enhance Accountability, Transparency, and Fairness in Ministry of Education and Higher Eduation (MoEHE) in punland.
The Ministry aims to ensure a transparent, efficient, and accountable procurement process by selecting prequalified vendors who meet the necessary technical, financial, and operational requirements. Only those that meet the criteria will be eligible for future tendering opportunities related to various procurement needs.
Interested parties are invited to submit their applications in accordance with the guidelines and requirements outlined in this notice. Successful prequalified suppliers and service providers will be eligible to participate in future bidding processes for specific procurement projects 2025 up to 2026.

How to submit
Completed BID documents can be submitted in plain enveloped that clearly marked appropriately “Tender No. and Tender description” should be deposited in the tender Box MoEHE Garowe procurement office, while other regions can send this Email: Email: procurement.moehe@gmail.com
The deadline for submission of bids will be 27/February/2025 Tuesday 4:00PM. East Africa time. Canvassing will lead to automatic disqualification.
