Organizational Background

Youth Peer Education Network (Y-PEER Somalia) is a national organization committed to empowering young people and strengthening vulnerable communities across Somalia. The organization implements programs focused on food security, livelihood, health and nutrition, sexual and reproductive health, youth empowerment, and community resilience. Through partnerships with local communities, civil society organizations, government institutions, and development partners, Y-PEER Somalia works to improve access to essential services and create sustainable opportunities for youth and marginalized populations.

The Life-Saving Unconditional Cash Assistance for Drought-Affected Households project supports vulnerable households and strengthens community resilience through cash assistance, cash-for-work initiatives, and livelihood grants.

Purpose of the Advisement

This document provides operational, community engagement, and programmatic guidance to support the Community Mobilizer in effectively engaging communities, raising awareness, and ensuring smooth project implementation in Burhakaba District.

Key Responsibilities

The Community Mobilizer is responsible for:

  • Conducting community outreach and awareness sessions
  • Identifying and engaging potential beneficiaries
  • Supporting transparent and inclusive beneficiary targeting
  • Assisting in organizing community meetings and consultations
  • Liaising with community leaders, elders, and stakeholders
  • Collecting community feedback and reporting concerns
  • Supporting enumerators during cash distribution campaigns
  • Preparing daily or weekly community engagement reports

 Knowledge and Experience

  • Education last must have Degree either Health, Education, Management, Community Development  and Business Development,
  • Experience must have more 2 to 3 years experierence

Program Implementation Guidance

Community Engagement & Beneficiary Awareness:

  • Conduct awareness sessions about project objectives, eligibility, and timelines
  • Encourage active community participation
  • Promote inclusion of vulnerable groups, women, and youth

Feedback & Complaint Mechanisms:

  • Inform communities about complaint procedures
  • Collect and escalate community feedback promptly
  • Ensure respectful and timely responses

Monitoring & Reporting:

  • Document community concerns and suggestions
  • Monitor beneficiary understanding and satisfaction
  • Share reports with the Field Project Officer regularly

Coordination and Communication

  • Maintain strong coordination with:
    • District authorities
    • Community leaders and elders
    • Partner organizations
  • Ensure clear communication with beneficiaries about:
    • Eligibility criteria
    • Payment timelines
    • Complaint mechanisms

Accountability to Affected Populations (AAP)

  • Promote transparency and inclusivity in all community activities
  • Ensure that communities are consulted before project activities
  • Establish trust through effective two-way communication

Security Guidelines

  • Follow all organizational security protocols
  • Avoid high-risk areas or unsafe movements without clearance
  • Maintain regular communication with supervisors
  • Report incidents or threats immediately

  • Uphold integrity, neutrality, and professionalism
  • Respect local culture and traditions
  • Avoid any form of exploitation, abuse, or discrimination
  • Maintain confidentiality of community and beneficiary information
  • Comply with organizational safeguarding policies

Logistics and Operations

  • Participate in planning field movements and outreach activities
  • Ensure safe handling of project materials during community events
  • Maintain records of visits, attendance, and community feedback
