Organizational Background
Youth Peer Education Network (Y-PEER Somalia) is a national organization committed to empowering young people and strengthening vulnerable communities across Somalia. The organization implements programs focused on food security, livelihood, health and nutrition, sexual and reproductive health, youth empowerment, and community resilience.
As part of its humanitarian programming, Y-PEER Somalia implements cash-based interventions to support vulnerable households.
Under the project titled:
“Life-Saving Unconditional Cash Assistance for Drought-Affected Households in Burhakaba District, Bay Region, Somalia”, Y-PEER Somalia requires reliable transportation services to support field operations.
- Purpose of the Bid
The purpose of this Invitation to Bid (ITB) is to identify and pre-qualify qualified vehicle rental service providers capable of delivering safe, reliable, and efficient transportation services.
Selected companies will enter into a Framework Agreement with Y-PEER Somalia.
- Scope of Services
The selected service provider shall provide:
Vehicle Rental Services
- Provision of Toyota 4×4 vehicles (Petrol or Diesel)
- Transportation of project staff for fieldwork
- Travel to remote and drought-affected areas
- Airport transfers and local transportation
Vehicle Requirements
- Make: Toyota
- Type: 4×4 (Land Cruiser, Prado, Hilux or equivalent)
- Condition: Roadworthy and suitable for rough terrain
- Valid registration, insurance, and inspection
Driver Services (if applicable)
- Qualified and licensed drivers
- Knowledge of local terrain and security conditions
Maintenance & Operations
- Regular servicing and maintenance
- Fuel provision (if applicable under contract)
- Immediate replacement in case of breakdown
- Geographic Coverage
The service provider must demonstrate operational capacity in:
- Burhakaba District, Bay Region, Somalia
- Other areas within South West State (if required)
Invitation to Bid
Y-PEER Somalia invites qualified and licensed Vehicle Rental Service Providers operating in Somalia to submit bids.
The selected service providers will support field operations under humanitarian programs.
Important
All quotations must clearly indicate:
- Daily rental rate (with driver)
- Fuel inclusion/exclusion
- Monthly rates (if applicable)
- Availability of vehicles
- Validity of the offer

- Program needs
- Funding availability
