RFP:  Provision of Vehicle Rental Service for the Ministry of Justice, constitution religious affairs and rehabilitation in different locations.

1. Introduction

The Ministry (MOJRAR) is mandated to ensure that Puntland is a just and law-abiding society with an accessible, efficient and fair system of justice for all; to promote respect for rights and freedoms, the rule of law and the Constitution; and to promote an awareness of individual responsibilities and civil obligations.

MOJRAR also serves as a transit resource for the line ministries wanting to draft laws and the Council of Ministers (COM). The ministry functions in a number of areas, including policy formulation and regulations, performance – monitoring, supervision and coordination as well as in delivering legal services

Enhancing access to Justice calls for improved capacity of its manpower including the traditional committees, religious scholars and promoting the collaboration between the formal courts and ADR mechanism in case referral, case management and execution of orders.  This initiative will address the skills and knowledge gap of the ADR practioneers and enhancing smooth collaboration between the formal courts and ADR thus reducing case load at courts and facilitating easy referral mechanism within the two systems.

Improve the effectiveness of justice systems through alternative dispute resolution (ADR) mechanisms and case management.

• Expected outcome

Enhanced public trust in the justice system through improved efficiency of the ADR mechanism and strengthened collaboration between ADR and formal courts, leading to effective case referral and management that reducing case backlog

• Purpose of the RFP

The intent of this Request for Proposal (RFP’) is to secure competitive bids and proposals to select a supplier, for the Ministry of Justice to provide the following services:

Provision of Vehicle Rental Service for the Ministry of Justice, constitution religious affairs and rehabilitation in different locations.

Ministry of Justice is seeking offers from reputable, well established and experienced Car Hire Firms duly incorporated under the Laws of Somalia to provide vehicle transportation Services for MoJCRAR  staff members or assigned non-staff.

• Scope of work for the Request for Proposal

The supplier will provide vehicle rental service to the Ministry of justice, constitution, religious affairs and rehabilitation for the locations specified in the quotation for financial proposal. The supplier will work in Burtinle, Garowe, Dhahar, Gardo and Badhan.

• Vehicle and Staff Requirement

These conditions should include:

1. The Hire Vehicle(s) shall be in sound mechanical and physical condition throughout and be maintained in safe operating conditions at all times. The Contractor shall bear full responsibility for the preventive and remedial maintenance of the vehicle.
2. Contractor shall keep exterior, windows and interior of the vehicles clean and litter-free at all times
3. A neat “as new” internal decoration (upholstery, ceiling fabric, floor finishes) and external appearance (water-proof roofs and windows, door in excellent operational conditions at all times).
4. The Vehicle shall, as a minimum, be equipped with:

• Spare-tire, the necessary accessories (spanner, jack, etc.)
• Operational lap and shoulder seat belts for passengers in most forward seat, and lap-type belts for all other passengers. The Contractor shall maintain seat belts in operating order at all times
• Heating and cooling system of sufficient capacity and portability to maintain passenger comfort during periods of hot and cold weather.
• The Contractor shall at all times display on the windshield the clearance by the State Road Authorities as required by the Law for Commercial vehicles.
• The vehicles will be fully registered with the government. Proof of the registration must be provided, with copy of vehicle log book submitted prior to award of Contract.

Interested Suppliers shall deliver filled quotation and support documents to Ministry of Justice Headquarter on or before 11^th October 2025 2:00 PM.
