Tender Description
With the Support of NORAD Project through Save The Children International, Ministry of Education and Higher education- Puntland Somalia is hereby inviting all interested eligible bidders with previous experience and capacity to undertake Expansion and Rehabilitation of the following Schools.

Tender Submissions Process
This tender process will be conducted using MOEHE’s sealed tender process, and it is open to all interested and qualified contractors/suppliers.
Bids shall be evaluated against the criteria outlined below. Only bidders that meet all essential criteria will proceed to the capability and commercial evaluation stages.
Essential Criteria (Pass/Fail)
- Updated company profile with CVs of the company’s engineers
- Valid business certificate from Ministry of Commerce
- Valid Registration Certificate from Ministry of Public Works
- Registration Certificate from Puntland tender Board
- Tax Clearance from the Ministry of Finance – original (per individual tender)
Capability Criteria 60%
- Experience 30%: The bidder must demonstrate relevant previous experience in similar construction and rehabilitation works by submitting three (3) copies of contracts for similar works completed or implemented for three (3 different organizations.
- Technical expert 10%: The bidder must submit the CV and academic/professional qualifications of the proposed Technical Lead Engineer. A bachelor’s degree in civil engineering is required
- Financial Capacity 10%: The bidder must demonstrate adequate financial capacity by submitting the company’s bank statements for the most recent twelve (12) months. The evaluation will focus on the account turnover and transaction activity during the twelve-month period, rather than the current account balance
- Lead time 10%: The bidder must submit a detailed construction plan clearly indicating the proposed implementation schedule, key activities, milestones, and expected completion timeframe
financial Proposal 40%
The lowest Financial Proposal which is below10% of Engineers Estimations passed from Essential and Capability criteria will be awarded the maximum score of 40%.

The bid Documents request will start on 28 July 2026 and the deadline for submission of documents will be on or before 10th August 2026.
All completed tender documents in a sealed envelope must be Dropped in the tender box at MOEHE Procurement office in Garowe.
The bidder’s registered name and the Name of the schools should be clearly marked on the envelope. Tenders with insufficient/partial information and those received after the closing date mentioned in the tender advertisement will be considered invalid.
