Background

 UN-Habitat’s Saameynta contributions are aligned to develop systems and structures to improve land governance and urban development through technical assistance and capacity building to the relevant government institutions. Under this project, UN-Habitat provides technical support for the operationalization of the law accompanied by interventions to develop standards and guidelines, land registration digital solutions, and to promote public awareness and sensitization flanked by tailored training sessions for technical staff from local and state authorities including Bossaso Municipality, community leaders and legal practitioners such as public notaries and private land sales brokers.

For this purpose, UN-Habitat and Bossaso Municipality are collaborating provision of technical support for capacitating Bossaso Municipality’s land department in the areas of transparent and just land registration, managing land disputes and improved tenure security for displacement affected families by application of Social Tenure Domain Model (STDM).

Bossaso Municipality will identify a project coordinator to lead the implementation of the project and four young graduates (1 GIS Expert, 1 Data Management Expert, 1 Engineer/Surveyor, 1 Community Development Officer).

The young graduates  shall work under the overall supervision of  the Mayor and reports directly to the Project Coordinator. The Project Coordinator shall oversee the work of the young graduates.

Community Development Officer:

Responsibilities

  1. Engaging with local communities in Bossaso to raise awareness about land issues, facilitate discussions, and gather feedback on land-related matters.
  2. Mobilizing community participation: The community development will work to mobilize community members to actively participate in decision-making processes related to land management, such as land tenure rights, land use planning, and conflict resolution.
  3. Capacity building: The expert will provide training and capacity building programs to empower community members with the knowledge and skills needed to participate effectively in land-related initiatives and governance structures.
  4. Facilitating community meetings and workshops: The community development expert will organize and facilitate community meetings, workshops, and other events to promote dialogue, exchange ideas, and foster collaboration among community members on land issues.
  5. Advocacy and empowerment: Community development will advocate for the rights of community members, particularly marginalized groups, in relation to land tenure and access to resources. Empowering communities to voice their concerns and advocate for their interests is also a key responsibility.
  6. Information dissemination: The community development will ensure that information related to land management, policies, and procedures is effectively communicated to the community in a clear and accessible manner to promote transparency and accountability
  7. Conflict resolution: The community development will work to address land-related conflicts within the community, using mediation and conflict resolution skills to facilitate dialogue and find mutually acceptable solutions.
  8. Collaboration with stakeholders: The community development will collaborate with government agencies, non-governmental organizations, and other stakeholders to build partnerships and leverage resources for community development initiatives in the lands department.
  9. Monitoring and evaluation: The community development will monitor the impact of community mobilization efforts on land management practices in Bossaso and evaluate the effectivenessofcommunityengagement Strategies.
    Recommendations for improvement will be provided as needed.
  10. The community development will contribute to the broader goals of the municipality agreement of cooperation with UN-Habitat by promoting community-led approaches to sustainable land tenure and management in Bossaso, ultimately fostering inclusive and equitable development in Bossaso.

Data Management Expert:

Responsibilities

  1. Analyzing and organizing land-related data to ensure accuracy and consistency.
  2. Developing and implementing data management systems and protocols for efficient data collection, storage, and retrieval.
  3. Collaborating with relevant stakeholders to ensure data quality and integrity. The data management expert will work closely with other stakeholders, such as government agencies, nongovernmental organizations, and community groups, to ensure data sharing and coordination for effective land management.
  4. Providing training and support to department staff on proper data management practices.
  5. Conducting data analysis and generating reports to support decision-making processes.
  6. Monitoring and evaluating the effectiveness of data management systems and making recommendations for improvement. The expert will monitor the implementation of the STDM, SOPs, and LTD, and evaluate their impact on land management practices in Bossaso.
    Recommendations for improvement will be provided as needed.
  7. Ensuring compliance with data protection regulations and maintaining data security measures.
  8. Participating in meetings, workshops, and other events to share knowledge and best practices related to data management.
  9. Supporting the department in implementing innovative technologies and tools for data management
  10. Contributing to the overall goals and objectives of the municipality agreement of cooperation with UN-Habitat through effective data management practices.

GIS Expert:

Responsibilities

  1. To capture and analyze a range of geographical data using GIS systems in order to assist Bossaso Municipality to make long-term plans including computerized systems used to collect, store, analyze, manipulate and present the property registration activities in Bossaso.
  2. To develop and maintain a comprehensive GIS database for the property. This database will include a wide range of data related to property specifications, land use, and other relevant information necessary for the monitoring, compliance, and enforcement of land rights and responsibilities.
  3. To collect, organize, and update this data regularly to ensure its accuracy and completeness.
  4. To work to make this database accessible and user friendly for municipality staff while ensuring the security and confidentiality of the data.
  5. To actively collaborate with other government agencies, nongovernmental organizations, and international partners on the GIS data, knowledge, and best practices related to land property management.
  6. This involves participating in meetings and workshops, contributing to joint research and projects, and sharing data and information through online platforms and databases.
  7. To work to establish and strengthen partnerships with these organizations to facilitate ongoing collaboration and information sharing.

Engineer/Surveyor:

Responsibilities

  1. Perform engineering survey duties and day-to-day administrative tasks such as maintaining information files and processing paperwork in Bossaso Municipality as directed by the delegated officer in the municipality.
  2. Provide engineering survey expertise to the technicians in the municipality.
  3. Check and verify the setting out of the road alignments and levelling (by the design consultants and civil works contractors) during authorised missions to the site of the works.
  4. Support capacity building efforts and mentor colleagues by sharing knowledge on engineering surveys.
  5. Observe, receive, and otherwise obtain information from all relevant sources. Verify the accuracy of survey data, including measurements and calculations conducted at survey sites. Calculate heights, depths, relative positions, property lines, and other characteristics of terrain.
  6. Direct or conduct surveys in order to establish legal boundaries for site and roadworks.
  7. Prepare and maintain sketches, maps, reports, and descriptions of surveys.
  8. Check and verify fixed points established by design consultants and civil works contractor for use in making maps, drawings, using surveying and engineering instruments.
  9. Record results of surveys, including the shape, contour, location, elevation, and dimensions of land or land features. Adjust surveying instruments in order to maintain their accuracy.
  10. Prepare or supervise preparation of all data, charts, sites, maps, records, and documents.
