 Background

Bosaso, the largest and busiest red sea port city in Puntland locates on the coast where the tarmac main road that extends from Mogadishu, the Somali capital, more than 1000 Km. south ends at the shore. The city is engulfed by high Golis Mountains from all direction save the northern red sea at the Gulf of Aden.

The city is considered as the fastest growing city in Puntland as acts as the life pipe line for the crucial business activities that highly depend on the livestock export to Saudi Arabia and importing of goods from United Arab Emirates, Yemen, Oman and other Arabian gulf states. Bossaso is a booming commercial center due to the reasonable and encouraging peace and stability and enjoyment of established quasi free zone economic strategy prospective” by the local business people and the authorities of Puntland regional and district government. Despite its importance for the lives of thousands of Puntland population and the uncounted number of the Internally Displaced Persons (IDPs) and refugees from Ethiopia and other neighboring countries that it hosts, Bossaso city and particularly its commercial center and the expanding other parts all lack the necessary town plan. The streets of commercial center with so many mushrooming small business and tolls are congested and the free space of the narrow lanes gets even less as there are high number of hawkers, malls and sellers at the small available space in front of the booming retail, wholesale shops and exhibitions.

Purpose

The purpose of this study is to analyze different sources of revenues for local governments, identify potential sources to be unlocked and draft a comprehensive report shedding light on both Training IDPs for Entrepreneurship. Assessment of revenue generation and

expenditure management skills is vital for local income in every day. The assessment is expected to identify areas of shortcomings, propose remedial measures and overall will contribute to better financial management practices at sub-national structures.

Duties and Responsibilities

The consultant should carry out the following tasks;

• Study the budgets of local governments of Puntland. Special emphasis should be given to major town with relatively larger revenue base Bosaso
• Assess, identify and underscore the sources of income for Bosaso Municipality ;
• Identify other potential sources of income for Bosaso Municipality but not currently utilized;
• Study and calculate the proportion of property tax and business license against the district revenue,
• Identify and document budget appropriation process;
• Study and calculate the percentage of resources allocated important components such as security, social services and welfare;
• Document budget allocations for education, health and other important social contributions;
• Analyze and document expenditure control mechanisms and improved accountable mechanisms;
• Provide recommendations of tapping additional resources particularly unlocking new sources of income;
